Ability to rate skins???

Is there a conflict of information here? The following two links both state that a Level 3 user can "Rate" skins:

Yep your right. We only perfected cars as well as alot of other things like breakfast.
that kinda happens when the worlds greatest minds are all in America.
I would have to say we are savages though. After all, we are the only contry to drop a atomic bomb.

Fuzzy.....in theory, friends would not take it as a slur....they'd see the difference between irreverence and insult...
