Ability to rate skins???

Is there a conflict of information here? The following two links both state that a Level 3 user can "Rate" skins:

' Level 3: Object Desktop / Stardock customer / Elite User. These are users who have either purchased Object Desktop Network or some other Stardock product (Stardock is WinCustomize's sponser), or has Apprentice access or higher due to contributing to the site in other forms (making skins, being an active contributor to the message boards, etc.). These users get all the benefits of a registered user plus the ability to rate skins and can download an unlimited amount of content. '
Perhaps the information needs to be change a little, but in short terms, in addition to the level 3 you must also have a Apprentice status or higher to be able to rate skins. Unless you are noticed by the admins because of your constant positive contribution to the community and are thereby granted the privilege of rating.

A67....yes...some wording really needs to be updated.....I'll have to see if T-Man can give me access to amend those text sections....[at least the spelling will improve.....I might educate the savages into putting the 'u' back into 'colour'...

well the french sure don't spell it as color. I think this is only an argument between two types of English: the British kind and the American kind. Lest we forget the southern spelling "culr"

'Colour' is not confined to England....you can include all the Commonwealth as well....and I wouldn't be surprised if that meant more people spell it that way than the Parochial American way...
