Can anybody tell me how Pocket Blinds exactly works?

Note the part that says "
* [January 2005] Windows Mobile 2003 devices are not currently supported by PocketBlinds. We've recently begun working with another developer on updating PocketBlinds for newer devices, which he should then be offering in the coming months.
He's also the gentleman who's taken over the WisBar development,
so it'll sort of be one-stop-shopping for PocketPC skinning.

PocketPC 2003 support is available. "
If your iPAQ 2110 runs Windows Mobile 2003, you'd probably be better off using WisBar.
