Use a linear gradient overlay using totally clear on the outsides, and white @ 100% or close to it in the middle. Play around with the gradients a bit to get the look you want.

new document > fill with medium gray [666666?] > filter, blur, motion blur: distance 150-200px, direction: 0 > clean your edges > filter, render, lighting effects and pick a light kind. I typically choose directional or for a more dramatic effect 'omni' but make sure the settings in there are on "metal" [100] and shiny [100]

I know this probably sounds dumb but is there a real good way to "clean up your edges"?

Yea. use the rectangle marquee tool to select the entire HEIGHT of the canvas but EXCLUDING the left and right sides [where the ughy pixels are ] then hit "V" on your keyboard to grab the MOVE TOOL and immediately hit CTRL+T to transform it. Drag the left and right sides out and hit ENTER to commit the change.

haha I goofed up there.. gonna add my forgotten STEP.. ! sorry!

new document > fill with medium gray [666666?] > filter, noise, add noise, 8-15 [or more?] percent: gaussian/monochromatic> filter, blur, motion blur: distance 150-200px, direction: 0 > clean your edges > filter, render, lighting effects and pick a light kind. I typically choose directional or for a more dramatic effect 'omni' but make sure the settings in there are on "metal" [100] and shiny [100]
