Icons : WinXP vs True Colour Formats

I was wondering if anyone knows the answer to the following problems I've been having with "Icons".

It seems that all the individual Icons I've D.Led don't seem to work. Both Windows and Icon Packager always both tell me that "No Icon Was Found" when i select the Icons in question.
I have posted about this before and recieved a soloution from various users that worked. However, I was just wondering wether the reason behind them not working in the first place has to do with the fact that the .ico files come with what Icon developer calls "Win XP". For Example, If I open the Icons up I get :
32x32 256
16x16 Win XP
32x32 Win XP
48x48 WinXP
And So On ...
If I remove the "Win XP" Formats from the Icon and then do a "Save as" The resulting new Icon works.
Is it safe to say that because I run a "Windows 2000 Pro w/SP4" System, That these dont work??
Any Comments/Thoughts would be appreciated.

It was driving me nuts, atleast now i know to edit the XP Icons out.
