Windows xp naturally supports unzipping. Otherwise, and excellent choice is Winzip.
Now.. could you be a tad more specific...

double click on the .zip file and a window will open to show you what is in the file. Go to File>Extract and extract the files into the folder of your choice.

If it is a .zip full of theme files of some sort, you will need to extract them into the proper folder for the theme.

You can also drag-n-drop from the zip window into a folder.
