'ass kissing', variations thereon or suggesting such is more likely to get your title moving the other way 
Promotion comes by making a contribution to WC, either by submitting quality skins, helping on the messageboard or a general contribution to the community as a whole.
Thing is, you will be noticed. Just have patience. I spent a couple of years on the messageboard, had 100,000+ downloads and spent weeks in the top authors list before I made it past Citizen. I've moved on since then...

But, I did alot of skins, mostly boots. Boots are much easier than WB's, so it will take much less time to make a quality boot than to make a quality WB. It's a whole lot easier too. People will notice if you used Windows' Paint, which I tried with Blue Waters (at least it had water and was blue!!), but you should always use photoshop (ps elements is the best deal, you can emulate Photoshop functions in it by buying "Photoshop Elements for Digital Photographers" by Scott Kelby.) or GIMP.
And there, my friend is a good way to be promoted. DON'T FORGET TO BE NICE!!!!

Moral of the story: complain loud and often.
Perhaps it's an idea to make the "skinner" title available to anyone who has uploaded something.

PS is for the rich crowd that want the prestige, the rest of us smart consumers use PSP.But all you PS user just keep on buying it, I don't want the price of PSP to go up

I spend between 40-100 hours working on my wmp skins, I do it for a lot of reasons, mainly to improve my own skill set, but also to see IF I can do something. If you add Skinner just because you upload something then I think that will deminish its worth.
I dont like to slam on others, but there are so many skins i see that look like someone took about 20 seconds and put things together, and then they upload them, and they end up with scores of 6's etc, when the skins just look like crap.
I know my skins are not along par with TSF's skins, but I am also not an artist, so I dont know how they do some of the amazing things they create. I just think that a skinner is someone that puts some time and effort into making something of value, not just something that looks like their favorites bands logo, or some speaker, or even worse a pictre with controls placed on it at haphazard intervals.
I try to make work I can take some pride in, and I REALLY look forward to seeing the comments I get on them. It means a LOT to me to see someone who IS a skinner or higher give me some praise over my work, it is VERY great. The Skinners, etc need to know that their comments can cut or help a great deal.
Is that sucking up enough? or even at all? its been a dang long week, and im not even sure what this thread was all about..
