How come I see the ratings now?

Is this a new feature? All of a sudden I can see the ratings link next to the "Comments" link for skins/stuff. Is this some new thing or did my user get a bump in the chain of command?

I am a Level 4 and cannot see the ratings when logged in, howerver, I can see the ratings when logged out.
Anyone have any ideas????
