I make a BMP with gradiant colors and keep playing with it untill it has a "shiny" look. And then I might use a filter to curve it or bend it.

Its all in the program/s you use and the technic you develope once you learn how to use the program/s
If you have PhotoShop, PaintShop or Bryce. There are many tutorials on the web that can get you teach you how to make certain designs, the rest is up to your imagination.

Shiny is good 
BMP is a Bitmap, there are trials for those, just search for them in Google for example.
