WebBlinds has to be installed...version 1.06 https://www.stardock.com/products/webblinds/downloads.asp

I think you also can still buy WebBlinds as a standalone program from Stardock, but I think the freeware version may no longer be available. (At least it didn't seem to be the last time I looked.)
