Need help with XP!

I am trying to turn off the function that pops up information whenever my mouse hovers over anything in XP. I cannot find anything in Tweak UI, Windowblinds, or Icon Packager. I have the latest releases of all of them by the way. does anyone have a fix for this?? It is really getting anoying. I know where my Icons take me and what the START button does!!?! >

the first turns off the "New Program added" or some such, after install and go to START, like duh, you didn't know you had added something...
the second is to remove ballons from the menuing structure and all....
you have to create that DWORD registry key though...
and it does work I just redid it to test it out again...

Get Rid of Unwanted Balloon Tips
Open up the Registry Editor and expand the tree to display the following key:
HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Explorer \ Advanced
In the LEFT hand side click on the Advanced and then right click on it, pick create "DWORD" and enter the name
EnbleBalloonTips , it is automatically set to 0x00000000. as the default...
you can set it again if you like, or just close regedit...
and when you go to the menu right after those ballons are gone..

I also seem to recall one HeavyMetal and one Epic mag cover each with such a cover art on it...

Well, I searched and searched, and I can't find a way to disable tool tips. 
Best I can see is that in X-setup, there is an option to uncheck showing tool tips on the desktop and in explorer. http://www.xteq.com/

I had turned it off and did the registry edit and it seemed to work, then when I rebooted the damn thing was enabled again...
there has to be another key for it in another hive, just have to find it I guess...

I wound up going into view under Folder Options and got it turned off on the start menu and desktop anyway. Tweak UI or the manual registry hack don't seem to be working for the taskbar items but that is ok. I have gotten rid of 85% of them. Thanks for your help. I was terribly sick yesterday and couldn't remember how it was done. Better now.
