I understand that you may be a little bit confused, but here is what's happening. People submit their artwork for others to enjoy. WinCustomize does not own the work you submitted, they only provided a place for you to actually put them up. Now, whether you have your own place or not, I do not know. The advantage of you submitting your work here is that many people see them, and you develop your own sense of status within the community.
WinCustomize, if you haven't noticed, is an ad-free site. All the things WinCustomize are using are extremely costly, meaning we let you put things up at Stardock's expense, Stardock's contribution to rival yours. With over one million users using this website, support doesn't come easy. WinCustomize itself is asking for members to help sponsor something they contributed to.
The works and designs on here aren't going to pay for the bandwidth. There is nothing wrong with asking members to pay a little bit for a service as large as this one.
Frogboy has already promoted you to apprentice, meaning you now can download more things. However, we need to find some way to put a cap on the people who sign up just to download. They're taking without giving, and now you're promoted for your efforts of contribution.

The ways to contribute to the site is either financial, or valuable artistic contributions. In your case, you've been promoted to Apprentice (giving you unlimited access) because of your artistic contribution. As a general rule, no, people who have made a significant contribution to the site will not be asked to pay anything, as we try to promote them to Apprentice. The problem is that it's not an automated process, so we have to promote manually, and we can't get everybody unless it's brought to our attention.

That's some really nice work you have there. I havn't seen it until now, but I like your style, really cool stuff.
Congrats on your Apprenticeship status.

There are some exceptions to the rule tho...
There is adni18, BoXXi, dear old Jim, and of course A_67...
There are a few more, I'll fill in the blanks later...

And I gotta say, all the artists are downright amazing!!!

Would you call me a chatterbox?
I don't think I've shut up since I joined WinCustomize.
