Since deviantART has grown so big maybe they could host it? and the prizes could be 'sponsored by xxxxxx'. I think that would be more palatable for those with objections.
You could have Nullsoft sponsoring a Winamp category (2.x skins, WA3 skins etc), Axialis & Stardock sponsoring Icon Design (24bit, XP icons, Object dock etc...), and then Stardock also sponsoring WindowBlinds, DesktopX or Logon Screens.
The whole event could be handled and launched from deviantART (with other sites helping out behind the scenes) and the various sponsors would provide the prizes and rewards for the various categories.
Judges could be chosen from the best artists and skinners in that category and would have no affliction with the sponsor. However the sponsor would have the final word on the prize allocation as a last resort.
This way all sites could take part; including wincustomize. And nowadays we have a lot of sites out there… it could be something very big, and entertaining... a bit of healthy completion. Think about all the sites we could choose to represent; Neowin, Designtechnika, Wincustomize, ArtUproar, deviantART, deskmod, VelocityART, ThemeXP.org, customize.org, virtualplastic, betanews, AroSkins, GetSkinned, skinbase, skinz.org and WMPlugins.
Just an idea...

All of the skin sites are more popular than they were a year ago but they have increased in popularity at different rates.

So before the contest, as long as WinCustomize, DA, and Deskmod and Neowin agree on a very fixed set of rules, any other sites that wanted to be part of it would have to agree before hand to those rules.
I'd say no user voting on skins. You'd have 5 judges who would be decided before the contest and they'd vote. The judges would not belong to any website but instead would be chosen based on credentials. I.e. if you had a Winamp cost it would be someone from Nullsoft on the panel. That sort of thing.

The other side (without pointing fingers, like some do (whoops... Bad finger! Bad!)) would be either that the rules changed in the middle of the contest or that people weren't happy with the current rules (or both), some people got upset about that it and things got messy. "Oh, it's fixed" they said. Some peeps wrote some sort of public statement requesting a rule change, which caused even more rucus and straight into the abyss they went.
Trouble with skinning is that skinning in nature is basically egoistical. So when you hold a contest between sites, and realising that there is already bad blood between some, you barely have time to get a chair and food before the fire spectacle starts.
