WinXP support may mean that whatever it is you are talking about will work on WinXP

if you are referring to CursorXP then you are correct...CursorXP won't work with Win98, most of the other programs here will work with Win98 though.

in most cases it only means enhanced peformance in winxp but will function with other versions

I believe she may be refering to certain Windowblinds skins that are checked "WinXP support".
That only means that the particular skin has the Windows XP features covered. But it does not mean that the skin will not work with other versions of Windows. As a matter of fact, it will most likely still work on Windows 98/2000.
