Is there a way to put the taskbar icons into a mobile box or item that is not a bar?

Yes, if you use a shell enhancer/replacement app such as :

http://www.hoverdesk.com - HoverDesk
http://www.winstep.net - Winstep
http://www.desktopx.net - DesktopX
http://www.litestep.net - Litestep

and there are other apps out there that will do this as well.
