All Programs List Vanishing While Scrolling Up List

Was testing this skin before upload and came across "a new one."
Have searched for solutions and de-consructed/reconstructed Start Panel - Stumped.
Does not happen with any other skin and cant find any difference in settings or skin construction that appear different.
Thank you in advance for any help.
After opening All Programs and scrolling up list, the list vanishes when I mouse over some, but not all short cuts.
thought I had it nailed down to shortcuts to web sites but then it happened when mousing over a .txt file inside my Canon printer folder.
All Prog open

Scrolling Up - Fine
Hit Web Shortcut or Some App. shortcuts Vanish of All Progs list

Resolved-
If this should occur - go to the Edit Start Menu > Left Hand Side> Programs List.
Go into the "Animation" section and make sure that the frame rate setting on the left is "off, or disabled" and the
"begin with frame" and "end on frame" settings are at "0."
