Also, a moderator could have rated it when it went through moderation.

If this is the case, they should not have been moderated when they were updated.
How can you blame the lower rating on a moderator in this case?

I actually looked at the ratings record for both items Richard. Here's what happened:
You have a 5/5 score when you updated. After you updated, additional ratings were made that weren't 5/5, this lowered the averaged score to 4/5. This could have happened even if you didn't update as they're user ratings records. These additional ratings could have come from anyone at any time, updated or not.
The only time moderation provides a rating is the first time a skin is rated. And that's just because our rating is the first one. If we give something a 4/5 as the first rating, it's a 4/5 until additional ratings are made and they're re-averaged.

I'm quite aware of that, but your level doesn't cut it when you're updateing. Still goes into modding.

I wouldn't say it's 'a waste of time' - if used properly.
Some use the ratings to rate the artist (friend) more than the actual upload.
Some artists are able to make a dump at a piece of paper, scan it and upload - and it would get a 5 star rating.....
(that is not the correct way to use the ratings)
If not used, people nag about it (why haven't anyone rated my upload?!)
If used, people nag about that too (why are my rateing so low?!)

I partly agree. Ratings should/could be reset, not downloads.
Just a personal opinion.
