"All submissions to the contest will be reviews by contest staff before being made public. "
This is a Problem. IT clearly states that it would be reviewed before made public.
There for since it was made public it was already reviewed . Given it that it is being Accepted in contest.
The complaint is easy to see. And is a valid Complaint.
JJ Ying's has been made public.

Granted, but some folks don't completely read the rules/fine print all the time. Do you? Look at it this way, the best submission isn't going to win. The Dream that wins will be the best QUALIFYING submission. Have faith in the judges, I'm sure the first thing they'll do is to see if the submission qualify's or not.

See below
1. Splode is not an actual contest entry
2. JJ Ying's entry is not elligible for judging.
1st:If Splode is not an actual contest entry it shouldn't have been put reviewed and the moderators have let him be into that section the appropriate section should have been Animated Wallpapers or should I say Dreams!
2nd: Well if it isn't I am glad but some people do not think so the same whom you might ask let me tell him and others I shall post the proof below!
But seriously you should contact him because he might be upset and I am talking the truth see below
Proof1:
From site:jjying.cn
Download page: https://www.wincustomize.com/skins.aspx?skinid=782&libid=50
The wallpaper is designed to participate in the Alienware Dream Contest.
But maybe even without having eye diseases I am reading not well or it's my imagination I forgot that JJYing use glasses into his pick maybe who submitted this might be needing needs or already have glasses but need to change them
Proof2:
From site:deviantart.com
So here as you see they were already questioning if maybe he/she couldn't enter that's my interpretation
Another proof and one of the most valid and I hope that the guy that made the rules before or after execution of them wasn't drunk that guy Michael
Now answering question of Snidely:
1st:I'm here to express my anger because ppl from all the whole could have been entered but the rules are strict US only and not any stardock employees or less than 18 !
I just showed the fact that something was wrong and was against the odds!
2nd: Do I need to upload any screenshots or skins to be part of here into this site! When I register I can tell you that I believe there are ppl that might be registered and haven't uploaded anything so don't come with non-sense talk!
3rd:Because the fact that I didn't download anything I can't be here is this racist discrimination!Your should have review what you write before it is posted! Also who says I haven't downloaded before you do not need to have an account to download yet to be registered! More non-sense talk!
4th: Because I joined the site today I don't have the right to post something or even reply! That's bullshit that means that when you register into a forum or you join a site you will never have the right to talk! I don't know how many rules you have broken in your comment
5th: No I did not specifically because must I remind you I am Chinese I was just talking for many people that have seen that contest but weren't eligible to enter the contest yet some ppl don't read the rules!
I was trying to someone saw this big mess
6th:
That six points for me
Snidely = 0
Huang Choi=6

The third and fourth sentences are the ones you want to take away with you. Settle down, quit trying to get people riled up and move on with life. This contest isn't the end of the world. Save up your energy for the GUI Championships and get all your superior (I say that becuase you've pointed out numerous times that you and your friends could easily walk away with the win for this particular contest) buddies together and show us something spectacular. Until then have a great day and a happy new year!

Huang Choi, you really do need to calm down! Granted, I spelled one word incorrectly. I'll give you the credit you deserve for using English here although it is difficult to understand at times. I know for a fact that if i attempted to write in your language, absolutely nobody would understand anything I wrote. I envy people who can speak more than their native language.
getting back to my questions as to why you are posting here......why are you? don't say you're doing it for everyone who is in China. so far, you're the only person complaining. my observations about your joining the site today and failure to download anything are valid. it seems you're here only to rant about jjying submitting to a contest he is not eligible to win. maybe he failed to read the rules. i don't know. i do know he won't win anything.
i understand your unhappiness with not being able to compete in the contest, honestly. the fact is, alienware made the contest for US citizens only. why? i haven't a clue. jjying's submission will not be able to win ANYTHING! you've been told this numerous times by multiple people. why keep ranting?
you and i can argue all day long. it's up to you. you won't win, though. you've made your points....some valid. i've made mine concerning your rants. all mine are valid.
Snidely = 1,000,000,000

Understood. Do you understand that JJ Ying, and anybody else that doesn't meet the contest rules won't even be considered? You read the rules and didn't enter. JJ didn't read the rules and entered. At the end of the day, like Snidely said, he won't win anything. Good day.

I think the complaint is valid and taken noted.
I do be leave mistakes where made and are noted and when it comes to judging. The judges will take everything in consideration. It will be judged fairly.
I will have to say when it comes to the forums. Try not to call people names. Be polite and People will be polite to you.

Splode was created and posted at my request as a part of the contest content to help people get started. It was included on the contest gallery so people could see it and learn from it.
All skins are reviewed. That's all it says. They're checked before posting to make sure they work and meet our other basic WinCustomize guidelines. Nowhere does it say what submissions are reviewed FOR. It also doesn't say that because they're reviewed that they'll necessarily be rejected or approved. Just that they are reviewed prior to posting.
Whether or not all skins can be considered by the judges is another matter, and one that is being handled by myself once the deadline passes. I will at that point be reviewing them and passing on the qualifying list to our judges.
I will be blunt on this final point: It is not up to you to interpret or enforce the rules of the contest. Don't worry about it, it will be taken care of according to the stated rules. No one outside the US, under 18 or a Stardock employee/family member/friend will win or be considered for a prize. It does not matter one bit who submits an entry. If they don't meet all the qualifications they will not win. Simple as that.
Because this thread started out on such a negative and offensive note, and since it is going rapidly downhill and little in the way of constructive discussion is happening, I'm closing the thread. If anyone wants to discuss the matter further, please send me a PM and I'll be happy to answer any questions.

The contest rules are set by the costest organisers. Entires not qualifying under those rules will be removed before judging commences. It is not always possible to control entries at the time of upload.
See the next quote:
It is these sorts of abusive comments which will stop you accessing the site... Just joining a site to rant does you no favours and makes people less inclined to listen to what you have to say.
Ranting, anger and abuse never solve anything. Please remain calm until the contest is over. None of the judges have even looked at the entries yet. I can offer you my assurance contest rules will be applied rigorously and without exception.
