How do I make a photo small?

Hey you!
I´ve made a really cool picture of one of my roses with waterdrops on the blossom!
My problem is: How do I make a picture of 2304x1728 to a picture with 1280x1024 pixel?
I didn´t want, that there is any worsening of the quality!
Or can I even upload the big picture?
Big thanks right now, because this photo is so wonderful!

That Photo Resizer is a great little app. I have used it on several occasions.
