Heh, no, it's not vaporware. It's just taking a long time to develop. The same developer is mainly commited to other Stardock software. He just works on PocketBlinds in his spare time.

I'd buy a release-quality pocketblinds, and if it is good enough I bet many other pocket pc users would too - so back to developing it full-time
