Desktop Appearence Tab WB 5 section for windiw blinds section

Hi folks;
I have lost somehow the Desktop Appearence Tab WB 5 section for windiw blinds section buttons which should show up under the appearence tab.
Any ideas on how to get it back to adjust wb 5 from there?
Any help wobe really appreciated!
