Photoshop help

I normally use Paint Shop Pro, but have purchased and installed PS CS2 (upgrade from 7)...

I was trying to follow a tutorial on Axialis website, which instructed to fill a selection with color R=50 G=75 B=200...the tutorial screenshot looked deep blue to my eyes, however when I enter the RGB settings into the color window, it looks purple! I opened Paint Shop Pro and entered the same color, and it was the same blue as the tutorial. How do I get the color palettes in Photoshop to be the same as Paint Shop Pro and the rest of the web? I tried changing the settings in color management, and it made the color correct, but only temporarily. Nevermind! Problem solved.
