Has Anyone Seen This Error Message?

Lately, when I shut down my computer I get this error message for about 10 seconds:
"WB3 To OBSkinConverter.exe - DLL INitialization failed"
And then the computer beeps at me and shuts down.
I'm assuming from the WB and "SkinConverter" that this has something to do with WindowBlinds - I am running WB 4.96[b].003
Any ideas?

What were yo doing when this error occurred? (Installing new WB skin, new software not related to Stardock...types of answers)

This belongs to ObjectBar program.
I do not use that program any more, so I do not know what the fix would be - but obviously the dynamic link library is needed and is not being accessed correctly or in the time alloted.
Hopefully someone else will have an idea for a fix.
