Being the 7 year old plus operating system that it is, Windows 98 has certain limitations. With XP came new possibilites, and next year, Vista will bring more.

https://www.stardock.com/products/objectbar/ this program here by Stardock will skin the taskbar like XP. theres a function in it to use the current WB's XP bar. its an old program but it will help you get more of the unskinned elements skinned..
