PSF skinning

Hi,

I have a skin which appears to be in PSF and PSE format, how do you edit/create such a skin, is there a tool?

I've never heard of those formats. What program are they for?

PSF-Arcsoft Photo Studio file?
PSE- Personal seismic explorer file? (according to google)
PSF fonts??
