Level 3 and Cogent make nice

Level 3 and Cogent have announced a new agreement in which customers of both ISPs will be able to reach sites of the other.  A few weeks ago, Level 3 depeered from Cogent causing users of Level 3 to be unable to reach Cogent based websites (such as WinCustomize.com).

I'm sure at some point in the near future, the federal government is going to pass some law that will prevent another incident like this from happening. It's become apparent that blocked communication of this nature is not only a hassle for leisurely users of the internet, but businesses and government are dependent on it.
