Problem with Start menu in subscriber Halloween skin

I occasionally have this problem where the start menu doesn't overlap windows properly (see image). In the picture, you'll notice that parts of my wallpaper are showing up on top of the web page. I'm also running a wall paper changing utility (Wallpaper Master) that updates my wallpaper every 30 minutes, and you'll notice in the image that the wallpaper attached to the start menu is actually not in synch with the current desktop wallpaper. When I change my wallpaper usually they are in sync, but sometimes they're not... I've never been able to force the problem to happen though.

I'm running Windows XP Professional SP2 with an ATI Radeon 9800 video card and am using the 5.10 Catalyst drivers in 1280x1024 32bit resolution. I'm using WindowBlinds 5 (4.90g[b].003)

I've noticed the same problem with other skins as well, though not as apparent because most skins I use don't have so much transparency on the top (usually just a shadow or something).

Normally if you reapply the skin that problem will go away. Sometimes you have to do it twice.
