I was just wondering how I would make my toolbar on top instead of bottom. I have WindowsBlinds and SkinStudio

If you mean your taskbar, right click on it make sure lock taskbar is not checked, if it is click to unlock taskbar.
Then you can click and drag taskbar to the top, the left or the right.
