I uninstalled the free version of Object Dock then redownloaded the Plus version and still cant activate anything

You may need to clear the cache.
Here is my mini tutorial outlining the procedure http://corkyo.wincustomize.com/Articles.aspx?SID=5463&AID=82461
In this case, you would simply delete the ObjectDock cache folder.
You may want to: unload ObjectDock > clear the cache > uninstall any ObjectDock programs > reboot machine > delete any ObjectDock folder left in "C:\Program Files\Stardock" folder > install ObjectDock Plus.
Note - make sure to save any files that downloaded and installed into the ObjectDock sub-directory after the initial ObjectDock installation.

If that doesn't help repost with a screen shot of what your seeing or give us a little bit more info about what it's doing and what your doing.
