skinning explorer backgrounds?

How do I do it? There is an option to select an image for explorer backgrounds, but it doesn't seem to do anything. Is there a setting I'm missing somewhere, a user override? Is it even possible to do this?

The skinner must include an image for the backgrounds in the skin. The way windows uses that image kinda stinks (tiling) so alot of skinners don't bother with it.

It doesn't seem to work, I hope were all talking about the same backgrounds. Im thinking about the background of the part that shows the files (usually colored white).
An old skin of mine, hase an image for a background (see screenshot https://www.wincustomize.com/Preview.aspx?Source=spinal/wb/preview.jpg) although it doesnt seem to work anymore, is this still a feature of windowblinds?
