Cannot remove Windowblinds

If you are running Windows XP, do the following:
Reinstall the program > load it by applying a skin > unload it > go to Display Properties > Theme tab > select Windows XP from the Themes drop-down list > click Apply button to apply the default theme.
If you are not running Windows XP, just do the following:
Reinstall the program > load it by applying a skin > unload it > go to Display Properties > use Appearance tab to set Windows to defaults.
Use this utility Link by downloading it > double-click to start > use the "uninstall" tab to select and remove WindowBlinds.
That should do it.
