Have you changed any of the default settings in the Basic Settings or User Overrides section of WindowBlinds Configuration panel?
Have you tried unloading WindowBlinds > Display Properties > select Windows XP in drop-down list on Themes tab (assuming you are running XP) > click "Apply" > reboot computer > restart WindowBlinds and apply a skin > check for Taskbar skinning.
If this fails, and you are running Windows XP, I would then suggest trying to "unload WB > return Windows to default theme including all icons > save any skin folders you want to keep from WB sub-directory to a temporary folder > uninstall WB > reboot computer > delete any WB folder in "\Program Files\Stardock" (or "\Program Files\Stardock\Object Desktop") folder > reinstall WB > reboot > test WB.
That is all I have based on current information.
