MS Paint does not support tga files. Download Paint.net http://www.eecs.wsu.edu/paint.net/download.htm it is free.
To edit tga open skin in SkinStudio, first step, click tools, preferences, editing, image editors, check covert tgas to pngs before using image editors. SkinStudio converts png to tga when saved. Then double click on preview the part you want to edit and it will open in paint.net.

For the scroll is this a skin you are making or one you have downloaded, if downloaded which skin is it.

Hey guys, I recently downloaded the latest version of WB and it's been working fine (except for one thing). My scrollbars remain in the windows classic style rather than conforming with the theme. How do I fix this.

if you have the free version, I don't believe it skins the scrollbar.
