I've tried making it not sticky, and then re-stickyfing it, but it's not working........

What you are experiencing is a design change. Sticky threads will only be sticky in the category they were posted in. The Tips for New Users post was posted in the "New Users" category and is properly sticking in that category. So in other words, sticky's no longer propogate upwards into the parent categories.
