White Bar at Top of Screen

Hey, its probably a common question but i have no idea how to use this site and how to find the search option..
Anyway there is a small white bar at the top of my screen and is really annoying.. Any idea how to fix it? I use windowblinds, and I have tried many things like changing skins, closing windowblinds etc bt nothings changed.
