how to make a better...?

i currently use paint to make bootskins, is there any other or better way to make one? PLEZZZZZ tell me which one

You actually made Windows XP Steel in MSPaint? How? 
It's really impressive if you made that whole thing in Paint.
Other than that you can use Photoshop or Paint Shop Pro, these are the only two that helped me getting those color tables correct. There are free trial editions for both of them at Download.com . Link. Also you may want to take a peek at this awesome tutorial for making Bootskins.Link
