how to rate someones skin

how do i rate somebodys skin? i see a lot of good work but it's too bad i can't rate them to show how good there work is

You need to  have the access level to do it, either by rank or by subscription.  Then you just click on one of the stars.

It starts out as citizen, once you've registered.  Then through participation with the site (either by submitting skins or by helping people on the forums) you may be promoted.  The next step after citizen is apprentice. 

If you subscribe to the site then you have more access and may rate.

but i don't know how to go and actually rate someones work. i'm already a suscriper and i submitted two skins so far.

If you can see this, put you mouse over a star and click it.

Unless you're referring to how grade visual impact, originality, ease of use, cpu usage, etc., then you're on your own until someone else comes along.

Me, I go with the Stars.

If you are a subscriber then you need to cross-reference your Stardock account with the Wincustomize account.  Then you will be able to access those controls.

Submitting skins is a good step along the path to becoming an apprentice, but it isn't necessarily automatic.

When I click your name it shows you as a visitor not a subscriber.
