Bitmap Colors

I'm having trouble converting Bitmaps to the correct 4bit 16 colors format when I use a ready made skin and modify it it gives f***ed up black image with distorted colors and I can't see sh*t from my skin + the bar doesn't display or it moves once then that's it 
what the hell am I supposed to do guys please help, I have a list of skins that I wanna make...by the way I tried using skinstudio pro to prepare bitmap still the same thing....Please help me...I have already made tons of logons with logon studio I just need to make bootscreens to go along with my logons....

I just checked SkinStudio, have not used it for a long time ( I use Gimp 2.2 to convert images to 16 color for bootskins ) it converts any standard jpg or bitmap to 4 bit 16 color. Any size.

how do I do that? I'm kinda new @ this Gimp 2.2 never used it before

If you mean you are using bootskin images, changing to your liking the preparing them this will not work. These are
already 4 bit 16 color, if you add to them with Paint or whatever you are adding 24 bit. SkinStudio takes a 640 x 480 standard bitmap ( 24bit 32bit ) and coverts it to 4 bit. These have already been converted and contain only 16 colors.
