Can I display my favorite skins from this site, on one of my websites?
Or do I have to ask permission from every single artist, every time I add another favorite?

I don't beleive so, but if you display the screenshots I think that's a different story.

of course thats not what i meant haha. The sites not only for skins, Im making it now. Im saying, by the time I get it up, there will be new skins so why ask permission for the ones now

I wouldn't think posting screenshots with links to the actual skins here at WC would be a problem. (as long as it's not wallpapers)

Not exactly sure, I would think it would be fine since it's a referal. Heck, that will help out the author gain rank on that catagory. But one of the Mods/Wizops have to answer this question.

Even if you are just posting screenshots, it would be considered good form to still ask the author first.
