Have you installed the latest versions of the programs you use? (Internet Explorer, Outlook Express etc.) Have you installed the latest updates? Do you have Service Pack 2? When you take a look into the device manager, is it all fine there? (No yellow questionmarks or red crosses?) Have you installed the latest mother board drivers and the latest drivers for all devices at all?

Right click on My Computer on your desktop, click on properties and then click on Support Information.

I agree with JamMeister33, you should try the support. Normally Dells are good machines running stable. And from what I have heard I guess their support is very good, they will help you for sure.

reinstalling the OS should be the very LAST thing you do and only as a last ditch effort to get the PC running...

This is the latest release (September 2004) of the file.
Left link because the issue as stated was connected to web pages, which seemed to indicate a script isssue instead of a hardware issue because the hardware was working locally.
Thought I would clear that part up.
