I'm guessing the problem is you don't have the program IconPackager installed.

LoL, ya know Mike, I would have never thought of that, due to this statement..
"and i had downloaded a Skin for IconPackager",

With Icon packager all I do is double click (or single click, depending on how you have windows set up) on the downloaded package,(after extraction of course) this initiates Icon packager program and shows the package you are trying to install..hit apply and thats about it.
