some start menus do not look good when user pic is enabled so the skinner will disable user pic.

I assume you have already used the Control Panel > User Accounts > Select account > Change Picture option?
User pics are stored at "C:\Documents and Settings\All Users\Application Data\Microsoft\User Account Pictures\Default Pictures" (where "C" is the letter drive). You can manually place any 48x48 pixel ".bmp" file in the folder and use it for your user pic. This is one of those hidden folders by default - use "Tools > Folder Options > View tab" and select "Show hidden files and folders", then click "Apply" if you can't see the folder path.
Not sure if this helps, but some information anyway.
