Can also check out this link to disable all zips as showing up as compressed folder instead of a winzip file. http://www.winguides.com/registry/display.php/996/

Also most themes are downloaded with the extension .wba . You can install the skin by choosing "install skin from disk" when in WB config. If it is in a zip, hopefully the .wba file is inside.
It does seem though that either way you got it in the right location and its showing in WB config. However I'm not sure why it isn't skinning totally. Perhaps you need to unload WB, uninstall it and re-install it.
