How do you put the windows XP start/taskbar on the top of the screen?

I know this is a dumb question..

Can someone please tell me how to put the Windows XP start/taskbar or what ever it's called on the top of the screen?

First right-click on the bar and uncheck "Lock The Taskbar" then click and hold the left button on the far left part of the the taskbar near (but not on) the start button and drag to the side or top. That should do it.

... Still isn't working. Taskbar only goes up to a certain limit. I can't drag it to top.

DOn't grab to top line, that will enlarge the bar. Try to grab the bar in a spot below or between the start button and the lines. Try pulling it onto the side first. Then drag it to the top. Drag toward the upper left of the screen.
