Slipped through the moderation

Now I just surfed through Bootskins library and this is what I found. One day after my submission of the "President's Seal ver.2", exactly the same skin got submitted by some .... and it got through the moderation. What kind of nerve does this person have (I just hope he's really "age: 13")? Just eight submissions after mine. (at least wait like two years or something..) 
Even more interesting, it got over 2000 downloads, without anyone saying a word.

Probably my fault...actually....when you see the same thing twice...sometimes it's a re-upload....I didn't notice it was 2 different people...
