Which themes are you referring to?
If you want to apply one of the themes (suites) that include a WBlind, IconPackage, Wallpaper that you have seen in the "suites" library - just use "Theme Manager" if you have it.
-Start Theme Manager > Select "suites" in left hand column of dialog > Highlight the suite you want to apply in the list at center of dialog > Click "Apply" > Confirm that you want to apply the suite > wait a few moments for suite to be applied.
Note - After clicking "Apply" above you may be asked if you want to download programs to your computer that are required to apply the full suite if they are not already installed on your computer. Just make your choice and keep going until you are asked to confirm that you want to apply the suite.
If you are talking about a DesktopX theme, just start the program and then right-click the DX icon that displays in your "system tray" (lower right by the clock on a default taskbar), then select "Configure DesktopX".
Use the "Load Theme" button and select the theme you want to apply, click "Apply", and wait for theme to apply.

Theme Manager can do it if CursorXP is installed on the computer, and will automatically do it if any suite you select includes a CursorXP pack. 
Please note: Theme Manager is just that, it is a coordinator for customizing components, and can apply many of the skins found here at WC - but, and this is important; you need to have the individual software programs installed on your computer, because they are the applications that actually do the work in changing your GUI interface (i.e., WindowBlinds, IconPackager, DesktopX, ObjectDock, Sysmetrix, Winamp, etc.).
You can try WindowBlinds for free (that is what I did) and decide if you like it. If you do, and you want to change more than just your windows shell and taskbar, then I would suggest purchasing Object Desktop suite, which includes the Theme Manager, WindowBlinds, IconPackager, DesktopX, IconX, SkinStudio, IconDeveloper, and a number of other programs.
I bought it as soon as I knew (by doing) that I could install, load, apply, unload, and uninstall WindowBlinds free version without hurting my computer, and have not thought twice about my decision.
