You unzip these (in their original folder within the zip file) into the 'backgrounds' folder of the OD install directory.
You apply them by selecting 'Dock Settings->Apprearance' or 'Tab Settings' from the OD rightclick menu then selecting the appropriate background or tab style (depending if it's a tabbed dock or not etc).
All the above works for OD+, I no longer use the free OD so I can't guarantee it's identical.

It installed after double-clicking, but created it's own folder 'next to' the backgrounds folder with all the images, backgrounds and theme(ini) folders under there instead of moving them to the corresponding already-existing OD folders.
Moving the contents of the incorrectly placed folders fixed it.
