Some magazines also occasionally include a free disc with them which contain things like early versions of Paint Shop Pro.
I got PSP 5 on a magazine disc about a year back, which I used for a while. It's a good start. But you can also do a Google search for "free graphic's programs" (or similar) and find one you like.
Look through some of the threads here, also ...I've seen a few links to some pretty good apps. Once you find a graphic's proggy you like, do another Google for (program name) tutorials ...you should get some pretty decent tute's
