How to change Tooltip colours in a WB skin?

Hi folks
I'm using the NOEL skin by VladStudio and as the tooltips are currently unreadable (white font on a nearly-white background!), I'm trying to change this property. Any changes within Windows XP aren't applied and although I've got SkinStudio (which I've never used) I can't seem to find the Tooltips property to change it. Can you point me in the right direction?

In the left side of skinstudio you will see..miscellaneous/colors. click on that. In the right side you will see..miscellaneous/tooltip background and tooltip text. That is where you can make the change.
