What Are These Toolbars..??? *NEW HERE*

im fairly new here.. but not new to desktop customization.. what are these toolbars im seeing on these screenshot.. one on the top of ur desktop and one one the right side..?? i have never seen these.. are they accsessable thru XP or do i need a program i get on here??? please help

tool bar on the top is object dock.. with a few icons by pixel pirate.. the right "bar" from what i see is not actually a bar. the wall has the raised bar like texture in it .. he just set his desktop icons on top of it to give the illusion of being a actual bar ...i hope this helps...
